How to collect child support

Here's a rare child support success story, albeit from America. It seems that the court in Allegheny County may have the highest child support collection rate in the USA. The reasons given for this could be instructive for us on this side of the pond. They include:
  • Setting realistic rates for child support, that parents can afford to pay.
  • Having stricter enforcement procedures.
  • Referring unemployed parents to job training schemes, so that they can find employment and pay child support.
  • Working with agencies that sponsor programs for non-custodial parents to help them find jobs and stay out of the "underground" economy, where pay goes unreported.
Food for thought?

  1. Perhaps this is an argument for a more localised regime? Perhaps local councils should be given the powers to set and enforce rates in their own areas, which would hopefully allow for more creative solutions?
