Law Makers: John Coughlan CBE

John Coughlan
John Coughlan was appointed a member of the Family Justice Review Panel in 2010. He has a background in social services, having worked extensively with children and young people in various settings, but especially looked after children.

John has been Director of Children’s Services Hampshire County Council since August 2005. He was  Corporate Director of Social Care in Telford and Wrekin Council between 2001 and 2005, and between 1997 and 2001 he was Assistant Director for Children and Families in Dudley. Prior to that he held a number of senior management positions in Birmingham Social Services.

In 2007 John helped establish the Association of Directors of Children’s Services (ADCS - he was co-founding Joint-President). He formerly represented the Association on the Ministerial Group on Care Proceedings – the forerunner to the National Family Justice Board - and is currently an Elected Director of ADCS.

John was awarded a CBE in the 2009 New Year's Honours List, in recognition of his work in helping to improve the lives of children, both locally and nationally.
